Yeah, so I talked to releng today, and we think this is more or less what happened. The mirror redirect should make sure to only direct you to a mirror where the /devel tree exists, so that's not likely the problem. It's probably that there was a day when boot.iso compose failed, so mirrors which were already up-to-date with that day's compose would give you a 404, but mirrors which were still on the previous day's compose would work.
