I'd like to have us look at writing a fedmsg listener for mirrors. That way we could notify tier 1 mirrors that new content has landed. They can then sync it. But how they will tell tier 2 they have new content and it can be pulled I'm not sure.

Well, and also 'push mirroring' I guess too. ;)

Anyhow, I don't know in detail how arch does it's mirroring. If there
are ideas there we could use, feel free to file tickets on them with
mirrormanager.
