Gnome Software Update doesn't work

Neither GUI method of updating is working for me on baremetal UEFI or in a VM. I don't know enough about how this is intended to work in order to file a bug, other than it's just not working. I also don't know what package to file a bug against, gnome-packagekit or gnome-yum or other?

This is what I'm experiencing:

1. Install Fedora 19 beta.
2. Reboot and login.
3. After a while, I get a notification "Updates: Important software updates are available" at the bottom of the screen. I click the "Install Updates" button in that notification panel.
4. An application Software Update appears, but nothing happens. I locate another button in this application, also called "Install Updates" and click that.

Nothing happens. There's no feedback in the Software Update application. There's no disk activity. There's no network activity. But top reports gpk-update-view is using 100% CPU, the computer is hot, fans are blowing loudly. This goes on for 10 minutes and I click the Quit button in Software Update.

5. I notice in the Gnome username drop-down menu "Install Updates & Restart", I choose this.
6. Computer restarts.
7. Midboot the computer restarts again.
8. There is still an Install Updates & Restart option in the username drop-down menu.
9. After a minute from reboot I get a notification that Software Update failed, I click to get more information and I get a message:

Failed To Update
The offline update failed in an unexpected way. Detailed errors from the package manager follow: The transaction did not complete.

This is also reproducible in a VM as well as on baremetal so something isn't right.
