Found the problem.

I had an old 32bit version of rar and unrar in /usr/local/bin which was being found by file-roller before unar was being found.
/usr/local/bin/rar was getting an error "error while loading shared libraries: libstdc++.so.6: cannot open shared object file: No
such file or directory" which was causing file-roller to fail as it didn't then go on to try unar after that failure.  I removed rar
and unrar from /usr/local/bin/ and file-roller worked correctly.
