Someone would have to write an unrar from scratch with a free license for it to get into Fedora.
unarchiver is supposed to have a free software implementation that is capable of extracting RAR3 format. It isn't packaged for Fedora yet.

Someone should do that and get the existing desktop GUI's to support it.
