Comment:

 If Arm is going to mirror PA, then it should be known that the first Test
 Compose will be on or around 3/19.  What this means is that rel-eng puts
 together an image of things as they stand at that moment; there is no
 freeze linked with a TC.  TCs are released whenever a need is felt (ie, to
 test a fix for a blocker) until freeze for the upcoming release occurs;
 afterwards Release Candidates are created.  To get a change into an RC,
 one must use the Freeze Exception and Blocker process.
