Yes, thats correct.
"Fedora" is the package tree for packages that are on the DVD install
media.
There is more than one package missing but let me cite "nedit"
http://dl.fedoraproject.org/pub/fedora/linux/releases/18/Everything/x86_64/os/Packages/n/nedit-5.5-27.fc18.x86_64.rpm
You want the 'Everything' repo for all packages (including those NOT on
the install DVD media).
There's nothing wrong here, everything looks fine to me. :)

about "everything"
