Answering my own question after a bit of comparison between f18 and f17: Not only did the autohint file move to /usr/share/fontconfig/conf.avail/10-autohint.conf, but the content changed as well. Instead of a symlink, I made a copy and changed the "append" operation to "assign", and suddenly the scales fell from my eyes!
