You fix it window site since it's windows that is mishandling UTC time ;)

Open Regedit, drill down to:
HKLM\SYSTEM\CurrentControlSet\Control\TimeZoneInformation
and create a new DWORD entry named “RealTimeIsUniversal”. Set the value to 1.
