The man directory should depend on the installation prefix (e.g.
system-packaged applications are compiled and installed with
- --prefix=/usr, so their manpages are in /usr/share/man/man*/... --
while the default prefix is normally /usr/local because user-installed
applications, by convention, are installed there).

The .1 is just because it's a section 1 manpage. If your manpage is
for section 2, it'd be in man2/foo.2 . RPM automatically compresses
the manpages using gzip when building a binary RPM, thus the .gz --
you don't need (and shouldn't) do that on your own.
