deltarpm for Rawhide kernel not working

The problem exists immediately after installing a new kernel. For example, right
after installing today's 3.2.0-2.fc17.x86_64 kernel, "rpm -V
kernel-3.2.0-2.fc17.x86_64" gives

but in F16, kernel deltas work. I remember a while back (a few releases), kernel
deltas didn't work due to certain files being included in the kernel package
which were automatically recreated anyway on kernel install. The solution was to
remove those files from the package. Unfortunately I don't have the bug number
handy.
