I guess I figured if it's thought of as part of the blocker meeting
process, then it's sort of implied to be the responsibility of a single
person - whoever's organizing the meeting - and it's just a sort of
single-shot meeting precursor. if we move it out to the blocker SOP, we
can make it more of a multi-person ongoing process, independent of the
meetings, which is what you want to speed things up, right?
