I have a bit of slowness with udev.settle:

4598ms udev-settle.service
1611ms fedora-wait-storage.service

Ended up doing this:

# ln -s /dev/null /etc/systemd/system/udev-settle.service
# ln -s /dev/null /etc/systemd/system/fedora-wait-storage.service
# ln -s /dev/null /etc/systemd/system/fedora-storage-init.service
# systemctl daemon-reload

Then:

5229ms fedora-storage-init-late.service

Looks like the above just pushed the slowness to fedora-storage-init-late.  I'm also on a fast SSD.  I was following this site, http://0pointer.de/blog/projects/blame-game.html
