I have discovered through trial and error (not knowledge YET) my
problem can be fixed, by doing the following. Select in order; System
Settings, Security Level, Selinux, Modify Selinux Policy, Other, place
a check in (box)HPLIP_Disable_Trans.
Close and re-boot. Now HP Device Manager works and so does the
Scanner. Does anyone know what the consequence of this action might

Are you seeing AVC messages in /var/log/messages of
/var/log/audit/audit.log?
