What I would like to know - besides resolving the ticketed problem - is
whether such kind of packages from Fedora Extras will have to carry
policy modifications / adds themselves or whether approved FE packages
should come up with Core policy package adjustments.

My understanding in the FC core policy can be updated on request when
the need is clear. Also, pam_abl has been suggested as a future core
component and was not rejected, but put on the backburner, which
suggests some period of testing in extras is wished by Red Hat. This
testing won't happen if the package is blocked by default selinux
policy.

However it's up to Daniel and the Red Hat selinux team to decide this.

Regards,
I have added policy to allow for this in tonights rawhide. selinux-policy-targeted-1.27.2-16
