yea, that seems to be still a problem/bug. if you have set 
SELINUX=enforcing in /etc/sysconfig/selinux, the kernel-param selinux=0 
won't work (won't even boot...as you said).
but you may rm /etc/sysconfig/selinux, then selinux=0 should work pretty 
fine.
