I can see you build a Fedora 41 package in Fedora Rawhide mock environment on
Fedora 39 system.

Observe the double Fedora 40 key. I guees your mock thinks that Rawhide is
Fedora 40 instead of 41. What version has mock-core-configs package on your
system? I have mock-core-configs-40.1-1.fc39.noarch built on 2024-02-14 and
"fedpk mockbuild" works for me fine:

Another possible cause could be that you have a cached bootstrap image with
Rawhide which predates a Rawhide switch to Fedora 41. Try cleaning the mock
cache with "mock -r /etc/mock/fedora-rawhide-x86_64.cfg --scrub=all" command.
