The fedora-review tool is useful, but it is sometimes out of date with respect to current guidelines. It used to be that an individual exemption was required for each case of bundling, but today the packaging guidelines prescribe the conditions under which bundling is allowed and the steps that must be followed in order to bundle.[1] You might consider this a blanket exemption.

It is still true that bundling that is unnecessary or does not follow the process in the guidelines is one of the most common issues found in package reviews.

I would say that fedora-review should warn about bundling, but the wording should be changed to better match the current guidelines.
