Problem with GNU Hello tutorial (makeinfo not found)

Sorry I don't know if here is the right place... I'm going through the guide https://docs.fedoraproject.org/en-US/package-maintainers/Packaging_Tutorial_GNU_Hello/ and get stuck with this error. I'm using f37 and copy-paste the complete spec file from the tutorial. I got log like this

But I have already install texifo, is there anything else I need to change? Or any more information I need to provide?
