This worked. I also had to install
sudo dnf install  'python3dist(tox-current-env)'

I tried this but just got the response

rpmbuild>sudo dnf builddep SPECS/Pello.spec
Last metadata expiration check: 1:52:45 ago on Sat 07 Jan 2023 08:17:28 AM MST.
Package python3-devel-3.10.9-1.fc36.x86_64 is already installed.
Dependencies resolved.
Nothing to do.
Complete!
