It's not fine anywhere.  If I put a link or whatever in my personal bin
directory and then a system-installed package breaks, that's a bug.
It's still a bug even if I link ~/bin/php to /bin/false; compatibility
between PHP versions makes no difference.

Yes, it would be nice if this could just be handled automatically so
people didn't have to think about it.  I don't really know how practical
that is, though.
