IMHO we need to stop looking backwards for UID allocation. Lack of past
rules should not justify lack of future rules, the situation is never
going to sort itself without some proactive thinking. All the arguments
against specifying any range would have applied as-is when the FHS was
written, yet a decade later the FHS has been widely adopted and we are all
very happy someone took the time to write some rules in the FHS despite
the (then) filesystem mess.
