Not as such; there is the core package group, which is (for Fedora 15):

Plus, on relevant architectures:
 efibootmgr
 grub
 ppc64-utils
 s390utils

However, there are caveats:

1) This list is solved for dependencies. So, the actual package list ends up
   being larger.
2) The administrator/user is free to customize the package set afterwards,
   so not all of these packages may remain installed.
