The more I think about this, the more I agree. I'm not sure we'd ever
want to fail the build if the install-info command throws an error, so
squelching any noise there seems like the logical solution.

There can be some cases in which info files themselves are broken
(for example which occured on cloog-ppl package).
I think throwing all messages into /dev/null is dangerous, this type
of error must be caught properly.
