I think it is time that we just drop those no-op scrollkeeper-update
calls.
When did it become a noop in the Fedora releases? Is it still a noop in
the RHEL versions?

It became a no-op when scrollkeeper was obsoleted by rarian, which looks
like it happened in F8. RHEL-5 still has scrollkeeper.
