Fedora Legal will advise on whether: * The package is legally acceptable * Whether it contains acceptable code or content, depending on the situation If Fedora Legal is unable to come to a conclusion as to whether content is acceptable (or, you happen to disagree with the conclusion of Fedora Legal), FESCo makes the final call on whether it can be included in Fedora. If it is not permissable due to a licensing or legal issue, Fedora Legal has the final say. Either Fedora Legal or FESCo can be overridden by the Fedora Board, as it has oversight over everything. :) However, from a practical perspective, that's not likely to happen.
