It is kosher if the dependencies make it such that there's no way the
symlink can be dangling in a running system.  (Outside of --nodeps, of
course.)

Many packages in the distro currently contain symlinks to files in
packages they depend on.

I'm afraid I can't comment on the plan itself as frankly I don't
know what problem is being solved by it.  Did I somehow miss that part
of the proposal?
