I haven't looked at the rpm source at all yet, but I think the
buildroot is one that can be "fixed" just using a macro.

From /usr/lib/rpm/macros:
# ---- Optional rpmrc macros.

#       Configurable build root path, same as BuildRoot: in a specfile.
#       (Note: the configured macro value will override the spec file value).

If the packaging committee wanted to make a standard buildroot and
enforce it have the build systems set %buildroot.  Then all the
BuildRoot values in spec files could just be removed (at the very
least they should be irrelevant since they will be overridden
according to the comments in /usr/lib/rpm/macros).
