iso-codes-devel is one, and I'm sure we have or will soon see a request to put the gnome-icon-theme .pc file in its own -devel, too.

The relevant section of the guidelines for this is:

- *SHOULD*: The placement of pkgconfig(.pc) files depends on their use case, and this is usually for development purposes, so should be placed in a -devel pkg. A reasonable exception is that the main pkg itself is a devel tool not installed in a user runtime, e.g. gcc or gdb.
