I have seen some of python packages are of noarch type. So in that case no debuginfo package is created. But if its a arch specific binary RPM then it will be create debuginfo. What i feel its good practice to always enable debuginfo packages, so that in future or if build problem occurs that can be used as basis to check cause of problem.
