It requires building on the target to get the most out of it, and
therefore necessitates that you have those tools installed.

Having said that, I'd like to see DKMS being used on Fedora, just I
think we can't expect everyone to have working toolchains installed.

P.S. I know it's not that clear-cut. You can always use some of DKMS
functionality anyway - it supports SuSE KMPs and in due course will
probably support the ABI tracking kmods in Fedora too...
