If %{__pear} is _guaranteed_ to be provided and if it expands to a
binary containing an absolute path, yes, this would be fine.

One of these conditions can not be assured, then no, %{__pear} would not
be OK.

So are you saying the %{__pear} macro must be provided by rpm in order
for me to safely use this macro in the Requires line?  If the macro is
provided by php-pear by adding an /etc/rpm/macros.pear file, will this
be okay when building with mock?
