I agree that it might be nice, but I don't think it reasonable to wait
for Red Hat to push an RPM update before we can get guidelines out.
We could consider recommending:

%{!?__php:  %define __php  /usr/bin/php}
%{!?__pear: %define __pear /usr/bin/pear}
%{!?__pecl: %define __pecl /usr/bin/pecl}

Which would work now and would continue to work even if the core RPM
package is updated.  After we no longer support any releases that
don't have the macros defined by default, we could drop those three
defines from the guidelines and the templates.
