If upstream bundles dlls they don't even rebuild from sources, you can
steal a trick from the java packages and always end up %setup with a
blanket rm of DLL files

(won't take care of common stuff which *is* rebuilt, but a lot of the
times windoze developpers don't bother with this step when they do
bundling)
