Well, keep in mind that man won't look in /usr/share/*/man as configured in the fedora man package. (Look in /etc/man.config for confirmation of this). This will need to be fixed at the same time as /usr/lib/rpm/bmp-compress. It also won't look in /usr/share/doc/*/man (but rpm is configured for it).
