No, it doesn't have one. mksplit is a script. But there are other issues with your package: 1) It is wrong to rename install-info/cleanup-info. These are different tools than the ones in Fedora and must be installed to /usr/sbin, otherwise dpkg will not work. 2) Installing dpkg's (dpkg-)update-alternatives daemon doesn't make any sense on Fedora, because these are provided by other packages in Fedora. 3) Packaging (dpkg-)start-stop-daemon also hardly makes sense. I recommend to not building nor installing it.
