I don't think we need to use <= since we only have to satisfy unversioned requires in practice. Re-reading the wiki, it seems that only the short name is allowed for licenses. This means we have to diverge from JPackage here. It does appear that the pgrep will *not* work properly in the presence of multiple tomcat instances being run by the tomcat user.
