In order to comply with this, large documentation has previously been moved to
-doc subpackage. In this case, the large documentation is the offline html
documentation, which most users wont need. They can instead follow the link to
the online documentation shown in README.txt.

In order to make it more clear what doc files go where, I have reorganized
relevant lines under %files:

>%files
>%license COPYING LICENSING
>%doc ChangeLog.md README README.md
># these files are placed into pkgdocdir during make install
>%doc %{_pkgdocdir}/QUIC.md
>%doc %{_pkgdocdir}/README.txt
