Summary: Rust implementation of BIP-0039

would be kind-of-good, but it is still meaningless if you don't know what a
"BIP" (let alone "BIP-0039") is. but maybe that's OK.

I'm not sure editing the description is worth it. These packages aren't shipped
to users after all.
So it will only show when people for example visit
src.fedoraproject.org/rpms/rust-tiny-bip39 or packages.fedoraproject.org.
