Actually, that's not true.  Some python package builders stash the license file
in the python distinfo.  For this package, you can pass the -L flag to rpm to
see that the license file is actually in there:

$ rpm -qLp python3-jupytext-1.16.2-1.fc41.noarch.rpm
warning: python3-jupytext-1.16.2-1.fc41.noarch.rpm: Header V4 RSA/SHA256
Signature, key ID 3a811e59: NOKEY
/usr/lib/python3.12/site-packages/jupytext-1.16.2.dist-info/licenses/LICENSE

This is correct, since there is no binary RPM named python-jupytext.  Note that
python3-jupyterlab-jupytext does have a versioned Requires on the
python3-jupytext package, however.

Good catch.  I have added that.
