Can we flip this like so?

Or if RHEL 7 doesn't matter anymore, can we just simplify to:

ExclusiveArch: aarch64 ppc64le s390x x86_64

Another question about RHEL 7 here. If we don't care anymore, can we drop the
conditionals?

Doesn't this also affect RHEL 9+ (or at least RHEL 10+)?
