Regarding your comment:

It turns out the Makefile is just a convenience for the developer(s) to check
their code. It is not required for building it and mainly used for running
`pylint` on the code. I packaged this a while ago. It looks like I blindly
followed some instructions. But I cannot find them at the moment.

Anyway, I dropped the BR on `make` and `python3-pylint`:
