I've pinged the person who made the 4.5.0 build in stream to know what was blocking that build (seems to be a failed test), so hopefully this will be resolved soon. I think we should bring the Requires back into the spec file (because they are valid) and indeed, only ask packit to submit a build, not the corresponding bodhi update until these dependencies are resolved.
