The -latest suffix usually becomes misleading over time and is discouraged in the packaging guidelines. https://docs.fedoraproject.org/en-US/packaging-guidelines/Naming/#multiple This package should be named gpsd3.25. Alternatively, the existing gpsd package could be updated from 3.23 to 3.25 if a compatibility package (gpsd3.23) is created to provide the old library soname.
