I agree with Petr on the naming.  The -latest suffix usually becomes misleading
over time and is discouraged in the packaging guidelines.

This package should be named gpsd3.25.

Alternatively, the existing gpsd package could be updated from 3.23 to 3.25 if
a compatibility package (gpsd3.23) is created to provide the old library
soname.  Such a transition can be somewhat tricky to get right, but does have
the benefit of the unversioned package being the latest.
