Updated:
- shebang fixed
- doc package is noarch
- appdirs and decorator are unbundled
- I added a Provides:bundled() and modified the License for keypath

I didn't change anything about how the documentation is generated.
The pull request for the guidelines is still unresolved, and frankly, I'm not
sure that symlinking is the best option. That javascript is indeed bundled, but
it is only used for some minor operations on the doc page, so I don't think it
makes much of a difference. Ideally, we can figure out some solution that does
not require individual packages to do special steps. I'll leave it as is until
the FPC ticket is resolved.
