Looked at it all a bit closer and you also probably need to update the %files
line to

> %attr(0755,%{name},%{name}) %dir /run/%{name}/

That will match the actual creation in i-icap.tmpfiles.conf.  It may also cause
a minor conflict for the actual install, as the permissions may be wrong at
that point, as the owner will be root:root, not c-icap:c-icap.  Hmm, which is a
bit tricky.

You are right that rpmlint has it wrong for the current Fedora packaging
guidelines, and even for the new macro, but that just means we will need to
suppress the actual complaint, as we will go with the packaging guidelines, not
rpmlint.
