I don't understand this "issue". Of course it requires R-core, all R packages
do. This must be a false positive from the fedora-review tool

R packaging has specific guidelines: R-devel is in BuildRequires, and this
brings everything else (i.e., compilers, etc., including java, which is brought
by R-java-devel, required by R-devel). So false positive.
