The generated dependency on /usr/bin/pkg-config is a very recent change in RPM dependency generators and it's nowhere documented. It can silently disappear as it appeared. I wouldn't rely on it. And I wouldn't rely on transitive dependencies at all. Packages installing pkg-config files, if they should depend on something, they should depend on a package is which owns that directory. Unfortunately there are more pkg-config implementations than this one.
