That is correct. Consider the package to be an implementation detail (unless
you build for plain RHEL 9 without EPEL). Just BR pytohn3-devel, as documented
in the guidelines.

(It used to be needed to BR the macros package when the macros were unstable
and not in the guidelines yet.)
