Reference: Unclear where this comes from, I cannot find this is Packaging Guidelines, still fedora-review lists this as a SHOULD item. I've always interpreted this as "don't remove translations" (when using say an upstream provided specfile as base) there is really no need to add translations to spec-files. Esp. since now a days all the GUI tools don't care about the spec-file Summary / description anyways.
